STORM Call for Projects–Safeguarding Tomorrow Revolving Loan Fund Program

In 2021, Senator Peters’ bipartisan Safeguarding Tomorrow through Ongoing Risk Mitigation (STORM) Act was signed into law, creating a new program to help states establish revolving loan funds for local governments to carry out mitigation projects that reduce natural hazard risk. Senator Peters secured a historic $500 million investment in the bipartisan infrastructure law for the Safeguarding Tomorrow Revolving Loan Fund Program he created to help Michigan communities address the impacts of natural hazards, such as extreme flooding, shoreline erosion, and rising water levels. Eligible mitigation projects may include, but are not limited to, structure elevations, seawall construction, safe room construction, and property acquisition and demolition. Communities generally must have a FEMA approved hazard mitigation plan to be eligible for a loan. However, communities that do not currently have a FEMA approved hazard mitigation plan can apply for funds to complete one.

 

Please note that the MSP/EMHSD continues to work with the Federal Emergency Management Agency (FEMA) on the prior round of funding; if you indicated interest in that first round MSP will be reaching out to you with a status update and direction.  However, at this time they highly encourage that all those who submitted forms for the first round should ALSO submit for this current round as well.
